Global Healthcare Travel Forum 2025 – Moldova Declaration

Under the theme “Innovation – Investment – Export”, the Forum brought together government leaders, healthcare institutions, medical tourism companies, investors, and international experts to shape the future direction of the global health tourism industry.

Participants assessed emerging opportunities, current challenges, and transformative trends, while highlighting the strategic role of the Republic of Moldova as a bridge between Eastern Europe and international markets.

Assessments and Decisions

  1. Innovation and Digital Transformation

Artificial intelligence, telemedicine, medical robotics, and digital platforms were identified as key drivers for the internationalization of medical services.

Decision 1: Establishment of a Regional Innovation Hub in Chisinau to accelerate technology transfer and digital integration in medical tourism.

  1. Investment and Partnerships

The need to attract private and public investment into healthcare infrastructure, centers of excellence, and research projects was strongly emphasized.

Decision 2: Creation of a Healthcare Tourism Investment Fund for South-Eastern Europe, coordinated by the GHTC, to finance cross-border projects

 

  1. Export of Services and Global Branding

The expansion of healthcare service exports requires innovative branding strategies built on quality, trust, and competitiveness.

Decision 3: Launch of the Moldova Health Export Initiative as a replicable model for emerging destinations, targeting the EU, Middle East, and Central Asia markets.

  1. Education and International Standards

Human capital development and alignment with international standards were recognized as essential for global competitiveness.

Decision 4.1: Establishment of a Regional Training and Certification Center in partnership with European and global universities.
Decision 4.2: Expansion of the GHTF Digital Academy with dedicated programs for innovators, managers, and entrepreneurs in medical tourism.

  1. Sustainability and Ethics

Participants reaffirmed the importance of patient rights, community responsibility, and environmental stewardship in medical tourism.

Decision 5: Development of a Global Green & Ethical Code for Medical Tourism to serve as an international reference for responsible practices.

Final Declaration

The Moldova Declaration 2025 reaffirms the joint commitment to:

  • Innovation – accelerating digital transformation and smart healthcare solutions;

  • Investment – mobilizing capital and developing world-class infrastructure;

  • Export – positioning high-quality healthcare services on the global stage.

Participants called on all stakeholders to actively support the Global Healthcare Travel Council (GHTC) and to strengthen the Republic of Moldova’s role as a regional hub for innovation, investment, and export in medical tourism.
